This issue is often reported after changes have been made to an institution's JavaScript. 

It typically indicates that an Admin has duplicated the JavaScript that is loaded at the root account and added that same code to a sub-account. Because the JavaScript is loading twice in that sub-account, when you use the keyboard shortcut to open the tools, it is running twice which opens the tools and then immediately closes them again.

The duplicate JavaScript will need to be removed from the sub-account. If you have the permissions to do that but want help, let us know. If you are not the one with that access, please forward this information to your new Admin.
