Why do the RCE tools not work when editing individual quiz questions?

At this time, the RCE tools only work with quiz descriptions and are not available within individual quiz questions/answers.

The reason for this is when there are multiple versions of the rich content editor on a page, it is difficult for the tools to keep track of the editor in which a user is currently typing. 

The same applies when working with discussions. The tools can target the instructions editor but not all of the different editors that get created for responses.

The RCE tools work with the following:

• Pages
• Assignments
• Course announcements
• Course syllabus
• The description portion of discussions
• The description portion of classic quizzes
